Phase I: Analytical & Diagnosis Phase and Feasibility Study
From 2021 to 2023, SAYS conducted comprehensive SNDR community consultations and cash transfer activities across 41 villages in Borama, Lughaya, and Zeila districts, reaching 12683 (8091 PLUS 4592 ) vulnerable households ( 76098 individuals). The program engaged local authorities, village leaders, community committees, and beneficiaries—including women, persons with disabilities, minorities, and marginalized groups—to ensure inclusive participation and transparency. Activities included orientation on cash transfer processes, grievance and feedback mechanisms, and protection-sensitive engagement. Key challenges addressed were migration, mobile phone access, verification delays, and socio-cultural barriers limiting women’s participation. Lessons learned highlight the importance of culturally adapted communication, community ownership, and targeted support to strengthen household resilience and program effectiveness. The project reinforced collaboration with WFP, World Bank, MESAF, and local stakeholders to enhance food security, livelihoods, and social protection systems for drought-affected and vulnerable populations in Somaliland.
